Request for Federal Waiver of Multiple Title IA Requirements
The Savannah-Chatham County Public School System (SCCPSS) is requesting the Georgia Department of Education (GaDOE) and the United States Department of Education (US ED) waive the following four requirements regarding Title I, Part A funding that are impacted by the current availability of Title I, Part A – ARRA funds:
WAIVER REQUEST 1: Waiver on the prohibition of an LEA’s ability to request waivers of the carryover limitation more than once every three years (ESEA section 1127(b)).
JUSTIFICATION: SCCPSS requests a waiver of this requirement to provide to support professional development of Title I schools in core content areas with emphasis on math, reading and ELA.
WAIVER REQUEST 2: Wavier of the maintenance of effort (MOE) requirement for an LEA that the SEA has determined, in accordance with ESEA section 9521; 34 C.F.R.§299.5, failed to maintain effort.
JUSTIFICATION: SCCPSS requests a waiver of the MOE if the school district is unable to meet the combined 90% fiscal effort per student or the aggregate expenditures for the preceding fiscal year due to the economy.
District requesting federal waivers must provide notice and information regarding the waiver request to the public in a manner in which the LEA customarily provides similar notice and information to the public (ESEA section 9401(b)(3)(B)(ii)).
